Commissioners & Director

The Worley Highway District is dedicated to maintaining and improving the public roads and transportation infrastructure within its jurisdiction in southern Kootenai County, Idaho. Serving the residents and visitors of the Worley area, the district ensures safe, efficient, and reliable roadways through year-round maintenance, construction, and planning. With a commitment to public safety and community service, the Worley Highway District plays a vital role in connecting people and supporting regional growth.

Phil Cooper

Commissioner, Sub-District I

Phil Cooper has lived in the Cougar Gulch are of Kootenai County for 25 years. Phil retired in 2018 after 31 years with the Idaho Department of Fish and Game. His service with Worley Highway District began in July, 2019.

Corinne Johnson

Commissioner, Sub-District II

Corinne Johnson was born, raised and still resides at "Valhalla", ("Heaven" in Swedish), property which was homesteaded by her Great Grandfather in 1895. Corinne became a Worley Highway District Commissioner in July, 2017.

George Miller

Commissioner, Sub-District III

George Miller moved to Kootenai County in 1957 as a child. He lives in the Worley, Idaho area. George became a Worley Highway District Commissioner in January , 2005.

Kevin Howard

Director of Highways

Kevin Howard has lived in Kootenai County his entire life. He resides on the family ranch outside of Worley, Idaho. Kevin has been employed by the Worley Highway District since April, 1988.
